Department Overview
The Director of Public Works, ensures that the citizens of Orange City have safe, reliable and dependable utilities and streets. The Director oversees the electric, natural gas, water, waste water and street departments and assists utility department heads with the day-to-day operations of each utility service.
Job duties include:

Iowa Locates
Iowa One Call is a free service required by the state for any project that requires digging. Please call 811 or visit Iowa One Call website if you have plans to dig on your property. Examples include, but are not limited to, planting trees, stump removal, building/remodeling, bouncy house requiring stakes, fencing, etc. A call to Iowa One Call must be made 48 hours in advance to ensure all underground utilities are properly marked before digging.

The Orange City electric utility was founded in 1923. The city has continued to make improvements to the electric distribution system as the community grows and technology improves. One of these improvements has been the full conversion to an underground system, resulting in better reliability and minimal outages.
The Electric Department includes five linemen. Their responsibilities include operation and maintenance of the distribution system, monitoring load on the system to maintain reliability, installing services for residential, commercial, and industrial customers, tree trimming, and street light maintenance. Each year, the Electric Department replaces and upgrades aging cable and infrastructure.
Orange City’s receives its power from several sources. The city is a member of Missouri River Energy Services (MRES), an organization that provides power to 60 municipal utilities. The city also receives power from the Western Area Power Administration (WAPA), a federal organization who operates the hydroelectric dams on the Missouri River. The City of Orange City receives power from a variety of generation facilities, including hydro, coal, natural gas, nuclear, solar, and wind. This diversity of generation ensures greater reliability, resilience, and affordability.

The Orange City natural gas utility began in 2002 when the city purchased the gas system. The original system was constructed in 1954 when transmission pipelines brought natural gas to the region. With the addition and replacement of several gas mains, pressure upgrades, and extension to new subdivisions, Orange City has added value to its young utility.
The utility is operated by three full-time employees, with additional personnel providing 24/7 on-call service for the community. Each of these personnel have been certified through the Operator Qualification program and engage in ongoing training.

The Orange City water utility draws water from multiple local aquifers, treats the water, and delivers it to Orange City residents and businesses. The wellfields are located along the Floyd River, and southwest of the community. In total, 8 wells the supply water to the community. The water treatment plant removes iron and manganese, injects fluoride for dental health, and adds chlorine to ensure safe drinking water. The water treatment plant capacity can treat and deliver 3.0 million gallons per day (MGD); the average daily usage of the community is 1.2 MGD. The Iowa Department of Natural Resources requires the city to have strict processes and testing procedures in place to ensure that water is consistently safe for human use and consumption. The water utility shares staff with the wastewater utility and consists of four certified operators.

Waste Water Department introduction goes here…
The Orange City wastewater system collects and treats sanitary sewer waste from the community. The city’s 48 miles of sanitary sewer main collects waste from homes and businesses to be treated at the wastewater treatment facility. The treatment system includes a multiple-cell lagoon system and a treatment facility constructed in 2018. The treatment facility utilizes a pretreatment system to physically remove sand and grit, an activated sludge system to biologically treat the waste, and an ultraviolet (UV) disinfection system to kill microorganisms that are harmful to the environment. Two of the city’s existing lagoons are utilized for flow equalization during heavy rain events and for sludge storage prior to land application. The treatment facility is designed to treat a total flow of 2.45 million gallons per day (MGD), and is able to be expanded as the community grows.
The wastewater utility shares staff with the water utility and consists of four certified operators. Their responsibilities include daily monitoring and testing of the wastewater facility, operation and maintenance of the sanitary sewer collection system and lift stations, and cleaning, televising, and lining of sanitary sewer mains.

Street Department introduction goes here…
The Orange City street department maintains and cleans the 45 miles of street within the community. The department’s three employees perform a variety of services including street sweeping, pothole repair, crack sealing, resurfacing, seal coating, brush site maintenance, and vehicle maintenance. During the winter months, snow removal is completed by all utility staff to provide quality and efficient street cleaning for the community.
