Board of Adjustments and Appeals
The Board of Adjustment and Appeals is a five member board appointed by the City Council to review and decide upon zoning issues and requests that may arise. When zoning rules appear to be in conflict or extraordinary conditions exist, the board has the authority to review the issue and render a binding decision. Decisions made by the board can only be appealed to the District Court, not the City Council. This is done to ensure that impartial decisions are made, free from any political pressure. Variance requests, Special Exception Use Permits, and Administrative Review fall under the authority of the board. The Board of Adjustments and Appeals meets in the City Council chambers for public hearings as needed. Members serve a five-year term.

GrowOC Board
The Mission of the GrowOC Board is to improve the community in ways that will directly enhance the lives of both our citizens and our guests. This will be accomplished through the use of lodging tax monies to fund various projects and structures with the intent to attract tourists and make Orange City a desirable place to live.

Dutch Storefront Committee
The City of Orange City requires that all new construction and exterior remodeling of structures in Commercial Districts must be done in a manner consistent with Old World Dutch architecture. This includes architectural design, colors, materials, and signage. Orange City prides itself on its Dutch heritage and wants to ensure that our commercial districts reflect this heritage. The experience of visiting and shopping in an old world Dutch village can be greatly enhanced with proper buildings and atmosphere. The City has appointed a volunteer committee to review both proposed remodeling and new buildings to ensure that old world Dutch architecture is incorporated into the design. This committee meets with property owners and helps guide them toward the authentic Dutch “look”. The committee has guidelines it uses when advising building owners.
Once the committee and owner have agreed on a design, the committee reviews the completed project to ensure compliance with the requirements. With the committee’s recommendation, the City Council determines matching fund grants to the owner. These grants are used to help offset some of the cost of construction and remodeling.

Planning and Zoning Commission
The Planning and Zoning Commission charts the future growth of Orange City by examining existing and potential development in the community. A Master Plan is created to allow certain activities and direct those activities to appropriate places. The Commission reviews potential ordinance changes, updates, and new ordinances, as well as providing recommendations to the City Council. The Commission meets on an as needed basis in the City Hall Council Chambers. It consists of seven members appointed by the City Council serving five-year terms.

Early Childhood Development Board
The purpose and objectives of the Early Childhood Development Board are to establish an early childhood center in Orange City that serves the needs of the children of the citizens of Orange City, Alton, and the surrounding area. A lease has been established with Crittenton center, who will operate the center and provide services to the communities. Board members are representatives of Orange City Area Health System, MOC-FV Community School District, the city of Orange City, and the city of Alton.
